简要规则描述：本项目建设地点位为：老港镇拱极东路北侧老港固废基地周边生态防护林，新场镇坦东村、蒋桥村和众安村，周浦镇北庄村，实施面积共计1047.32亩(具体以实测为准)。建设内容为间伐、补植、林地清理等。主要间伐树种包括：池杉、枫香、栾树、落羽杉等，主要补植树种包括：青冈栎、浙江楠、榔榆等。（具体数量及要求详见工程量清单及图纸。）

Brief Specification Description: The construction site of this project is located in the ecological protection forest around the Laogang solid waste base on the north side of Gongji East Road in Laogang Town, Tandong Village, Jiangqiao Village, and Zhong'an Village in Xinchang Town, and Beizhuang Village in Zhoupu Town, with a total implementation area of 1047.32 acres (subject to actual measurement). The construction content includes thinning, replanting, and clearing of forest land. The main thinning tree species include: pond cypress, maple, Luan tree, fallen cypress, etc., and the main replanting tree species include: Qinggang oak, Zhejiang nan, Langyu, etc. (For specific quantities and requirements, please refer to the bill of quantities and drawings.)

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。 （2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

岗位、数量、资格要求：*园林项目负责人（园林专业中级及以上职称）1人、
安全员1人、质量员1人、材料员1人、中级及以上园林绿化工(班组负责人)1人。
说明：
1）上述人员配备要求系最低配备要求；对于施工技术复杂的项目，供应商可根据项目情况，在以上人员配备要求基础上适当增加技术管理人员、施工员等人数；
2）*岗位不得同时兼任两个及以上项目,须具有上海市园林绿化工程从业人员项目负责人电子信息卡，且无在建项目记录；
3）本竞争性磋商文件所涉及的园林专业是指：园林（园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园艺、城市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；
（5）业绩要求：无；
（6）其他要求：无。
